The 2007 European Union Registration, Evaluation, Authorization and Restriction of Chemicals (REACH) regulation has become a model globally and is hazard based. In contrast, the U.S. Environmental Protection Agency (U.S. EPA) takes a risk-based approach to regulation under TSCA.
